To enable cd burning capabilities under Windows XP Limited Accounts, you
need to do a little bit of registery editing, under Professional you can
use the group policy editor.

- open regedit (click start, run.., type in regedit, click ok)
- go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\
  Winlogon\
- create or look for DWORD value "AllocateDASD"
- modify its value to equal 2
- reboot your machine

Under professional you can run Local Security Settings:
- click start, run..
- type in secpol.msc, click ok
- look under Local Policies\Security Options
- in the right pane look for "Devices: Allowed to format and eject removable
  media", double-click it
- change the setting to "Administrators and Interactive Users"
- click ok
