       </-PREVENT MODIFICATION OF SYSTEM RESTORE SETTINGS-/>

This prevents users from modifying system restore settings from the system
panel.

- open the registry (start, run.., regedit, click ok)
- go to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows NT
- create new value named DisableConfig, give it the value of 1.

This will prevent the changing of System Restore on ANY user.
